About Club Conduct Solutions

Who we are:

Club Conduct Solutions (CCS) provide bespoke and independent support, investigation and risk management for golf club conduct and disciplinary processes, saving managers time and mitigating risk for their clubs.


CCS was founded by Neil Ballard, a former Golf Club Captain and Director, with 30 years of investigative, risk management and disciplinary process experience at the highest level as a Scotland Yard Detective Superintendent. 


CCS brings together Senior Associates from law enforcement and the golf industry to ensure your club gets access to the required specialist resources. 


We have an insider understanding of golf club governance and culture with a focus on the principles of natural justice, and networks throughout the golf industry, ensuring consistency of approach with governing bodies, HR experts and legal advisors.

Why we are here:

Golf Clubs face a growing number of conduct issues ranging from inappropriate or threatening behaviour to criminal activity. Societal shifts mean an increasing number of challenges to disciplinary processes and panel findings.


Internal golf club investigations can lack professionalism, independence, and confidentiality, and often produce conflict for club members tasked to investigate (or give a disciplinary finding to) their peers and fellow members.
